Thursday, February 23
4:15 a.m. – Traffic stop for equipment violation in the area of S. Seventh and W. Main Street. Contact was made with the driver and four occupants and reason for the stop explained. In checking identification on all occupants, it was found one was 13 years old and in possession of a pack of cigarettes. Officer contacted the juvenile’s mother who stated he was supposed to be at a home in Huber Heights. She was requested to respond to Tipp and pick her son up. She stated she didn’t have transportation to do that. An officer transported the juvenile to his home in Trotwood and turned over to his mom. He was charged with curfew violation and possession of cigarettes.
1:06 p.m. – Theft not in progress in the 3700 block of S. Country Road 25A. An employee is suspected of stealing narcotics from a patient. The employee’s state license has been suspended and is currently on paid leave from the employer.
5:32 p.m. – Traffic stop in the 900 block of W. Main Street. K9 Bob gave a positive alert on this vehicle. Officer located heroin, cocaine and multiple pills. Jamie Lynn Kinney arrested for possession of drugs, resisting arrest, drug abuse instruments and driving under suspension. Kinney was incarcerated and vehicle was impounded.
Friday, February 24
4:33 p.m. – Unruly juveniles in the 700 block of W. Main Street. Officer dispatched on a parking complaint in the area of Miles and Main Street. The RP told dispatch cars were blocking the alley and there was smoke coming from a garage that didn’t smell like regular smoke. Officer arrived on scene and found two vehicles blocking the alley. There was a detached garage with the overhead door open approximately three feet. As officer approached the garage he could see and hear people begin moving around in the garage. He identified himself as a Tipp City Police Officer and looked under the door. He could see several youthful appearing people sitting and standing in the garage. On a table he saw a glass pipe type item that is typically used to smoke marijuana. The officer lifted the door open and told everyone to stay where they were. In the garage was a 17 year old resident of the house, a 18 year old and seven more juveniles. It was decided since none of the individuals were in possession of the drug paraphernalia there would be no criminal charges filed. The parents were contacted and requested to respond to the garage to take possession of their children. The parents were told if they could request a copy of the report if they wanted to file unruly charges through the juvenile court.
9:43 p.m. – Disorderly conduct in the 300 block of Hathaway Trail. Officers dispatched for a verbal altercation between a male and female. Upon arrival they found a highly intoxicated male outside and asked him what happened. He stated he had gotten into an argument with the female’s grandson and she wanted him out of the house. He stated she told him she was going to drive him to a relative’s house in Dayton but changed her mind. The female stated the male had been drinking and ended up in an argument with her grandson and called him names. The male found a ride to Dayton and was instructed not to return to the residence. He was warned for disorderly conduct.
Sunday, February 26
11:18 a.m. – Disturbance at Tipp City PD, 260 S. Garber Drive. Officers spoke with a female outside the PD. She had been in a verbal argument with her husband at a residence on Thornburg Drive. When they left the residence the male was screaming at her, punching the dashboard of the vehicle and when she slowed down, he jumped out. The male was located walking on W. Main Street and confirmed the had been in a verbal argument. He stated he was walking to Troy to gather his belongings and was leaving her. The female wanted the incident documented so she can start protection order proceedings. She was advised to back to the Thornburg residence until things calmed down.
3:47 p.m. – Assist citizen in the 4200 block of S. County Road 25A. RP advised his ex-girlfriend had borrowed his car in New Carlisle. He advised he had $1200 in the glove box and his ex-girlfriend admitted to taking the money. The RP was told the crime was committed in New Carlisle and he will have to contact Clark County Sheriff to file a report.
Monday, February 27
11:20 a.m. – Assault and theft reported in the 1200 block of Sequoia Court. Female victim stated Nicholas Marshall Brown showed up on this day and wanted to visit with his children. Female agreed to allow him a 10 minute visit. She stated Brown kept attempting to gain entry into her room against her wishes. Forcing his way in, Brown stole a Mickey Mouse Nintendo 3DS gaming system, all the cords and hardware. In trying to retrieve her system female said Brown bit her. Officer checked a local pawn shop but was unable to locate the stolen gaming system. Female wanted to file theft charges only. Officer attempted to contact Brown with no success. A charge of theft has been filed on Brown with a warrant request.
Tuesday, February 28
00:35 a.m. – Drug offense at Circle K, 3519 S. County Road 25A. Officer ran a LEADS check on a vehicle parked in the gas station parking lot. There was a local record found and after further investigation it was found Andrew Collins had an active warrant out of Miami County. When Collins exited the store the officer made contact with him to advise him of the warrant. While speaking with him the officer saw a pipe that is usually used to smoke marijuana. While searching him another glass pipe was found. Collins was incarcerated at the Miami County Jail for the warrant. He was also charged with drug paraphernalia. The pipes will be sent to the Miami Valley Crime Lab for analysis.
3:52 p.m. – Fraud reported in the 100 block of W. Walnut. RP had received a bill from his insurance company in the mail. The was from Tarrant County Hospital located in Texas for $65,918.00. RP called his insurance company and he was instructed to call the billing department of the hospital. As of the date of this report, he had not called the hospital. He was instructed to contact the officer with updated information after he contacts the hospital.
Wednesday, March 1
1:26 a.m. – Disorderly man reported in the 10’s block of W. Plum Street. RP saw a man stumbling in the street, eventually falling and began to crawl. Officers located Mark Watkins crawling in a side yard. He had a heavy odor of an alcoholic beverage on or about his person and a half consumed bottle of whiskey in his possession. Watkins was transported to his residence and charged with disorderly conduct and open container in public. He was warned if this shift were called back out for him, he would be going to jail.
10:34 a.m. – Warrant arrest in the 3200 block of S. Second Street. Officers responded to a business at the request of Troy PD in regards to a felony warrant on Richard Ausborn. He was located and the warrant confirmed. Ausborn was placed into custody and transported to the Miami County Incarceration Facility where he was incarcerated.
